Japan's history is filled with very large tsunamis. With that said, you would expect every Japanese to know what tsunamis are and what to do after a large earthquake if you are by the shore. This tsunami did not hit land in seconds. It took at least 10 minutes for this tsunami to hit land. Look at the sheer nonchalant walking by the old man @3:50. He didn't care and Darwin doesn't care either. If you live near the ocean and experience a very large earthquake then go to higher ground immediately! This also applies if you are at the beach and did not feel an earthquake, but see the tide level suddenly drop very low. In 2004 after the Indian Ocean earthquake, people on the Thailand beaches had zero clue why the tide disappeared. They then walked out further towards the ocean before tsunamis came.

The elderly gentleman filming at 19:00 is telling his staff to evacuate - “a tsunami is coming” - this was his office for his sweet factory. He then went up the hill and filmed this whole section of town (and his home, his livelihihood, everything) being swept off the face of the earth. You can see some of his employees are surprised to be told to evacuate, since it’s still too early for any tsunami warning in the media. He understood exactly what was happening.
